Three that agree, or three that differ.
Every card has a number, a colour, a shape and a filling.
For each of the four things a card has — how many symbols, which colour, which shape, and whether they are solid, striped or hollow — the three cards must either all match or all differ. Any two cards have exactly one card that completes them, which is why a board with no set at all is rare rather than impossible.
